The old Munch Museum on Tøyen has been a nationally important cultural arena since the 1960s. In 2008, the city council in Oslo decided that the Munch Museum should move from Tøyen to Bjørvika.
On 22 October 2021, the new Munch Museum opened, despite much debate and relocation challenges. Back at Tøyen, the old museum stood empty and lonely. What would it actually be used for? Several alternatives were discussed, but the city council decided to test different uses through an activation period, where the premises were advertised through the municipality's channels. The call was aimed at local organisations, teams, associations and social entrepreneurs, actors who recruit and involve residents from the Gamle Oslo district and city-wide art and culture actors.
Since August 2022, the building has been operated by the Swedish Cultural Agency and put into use as a cultural center. In December 2022, it was decided by the city council that the activation period will last for one more year, throughout 2023.
